Recommendations on PC config - Elements/Premier 15?

I recently updated to Adobe Elements/Premier 15, but am finding it extremely slow (face recognition, edits, navigating across views, etc.) on my windows PC (Intel i5 750@267GHz, 8GB RAM, Windows 10) and am assuming I need a better machine.  I am not a hoppyist, not a professional but get frustrated waiting. What happens now is I will upload a dozen pictures and have to wait 30 mins to have system recognize faces, my computer fan runs fast, etc.

My preference would be Windows, although I suppose I could make move to Mac (however, assume I will get better bang for my dollar with Windows). Thanks

The problem is mainly face recognition and the long time needed to analyze and index the faces values.

Generally that goes better after the indexing is finished, but if you don't want face recognition like me, your config would be very fast.

You could ask in the Premiere forum because video requires much more power:
