Redownload on new computer - had an original PSE, then upgrade - how to?

I would like to download my version of PSE13.  I can see the purchase in my account but it does not have a download option next to this purchase.  When I purchased this version, it was an upgrade to PSE11.  When I click on PSE11 there appear to be a download option.  Do I need to download PSE11 first, then PSE13, or can I ask Adobe how to download my copy of PSE13.  PSE13 was purchased Jan 15 and I have order numbers and serial numbers (I purchased Premiere at the same time) - where can I find a download button?

There should be no need to install PSE11 if you have both serial numbers. You can download here:

Thanks. I looked in my backup of downloads and ran those files and that has kicked off the installation with my serial numbers.
