Reducing a jpeg file size to email

In Photoshop Elements 2018 I want to email a photo to friends but when I reduce the size from 4288 X 3216 to 640 X 480 and I try to save the reduced file a window pops up saying "Could not complete the SAVE command because there is not enough memory (RAM). Please help
