Reinstalling Photoshop Elements 5 after replacing the hard drive

I had to replace my hard drive and now have to reinstall all my applications. (My backup service backs up data only and NOT software/programs.)  I have the Photoshop Elements 5 CD with the original software and my activation code. When I try to reinstall it (both from the CD and after moving the PE5 folder to the desktop) -- even as an administrator, I get the error shown below.  It was running just fine under Windows 10 (even though the CD says it's for "Windows Vista/XP."  I am running the most current version of Windows 10. What's going on and I can I get PE5 back.  (I have PE 2018 but I just do not like it. It doesn't seen to be as easy to use as PE 5.) Thanks.

There may have been a Windows 10 update which is preventing PSE 5 from working properly.

Did you try posting a screenshot? That can only be done via the Insert > Image icon in the web forum.
