On trying to reinstall PSE14 with original serial number and code on original Laptop, I get message "This file can't be downloaded securely".There was also a note to say the code has already been redeemed. Does  anybody have a resolution to this issue? I am using 64 bit Windows 10 and everything is as it was with the original download (as far as I am aware!),

What browser are you using to download?  And what website are you downloading from?  If you are using an older version of Internet Explorer, there are some security vulnerabilities that are probably popping up the message you are receiving.

If you have redeemed the original redemption code, you will have to use the serial number that you received to sign into the program.  For more information about redemption codes and serial numbers, see this article.  If you click on the first link on that page, it will take you to the products page of your Adobe account.  You should be able to find the serial number there as well as a download link for Elements 14.
