Rename Catalog in Elements 2023?

Question

Using "File / Manage Catalogs...", I tried renaming my catalog (which is in custom location), but I get an error saying that it is open in another app and can't be renamed. The only app I have open is Organizer.

What is wrong?

The Adobe Elements catalog has always seemed very unweildy to me, but since I just upgraded to 2023, I'm trying to get a better handle on to manage it better.

I would open another catalog, even a new empty one to use the rename function. I believe your can't rename an active catalog, including the active one.

Alternatively, if you rename the catalog folder when the organizer is closed, you always can browse to open the renamed catalog; or you simply double click the catalog.pseXXdb file in the renamed catalog folder to open the organizer with it.

'XX is the version number of Elements, for instance 15 for PSE15 and 21 for PSE22023.
