Question

Require assistance to move PSE 13 from one PC to another [was: Beware of Adobe's need for greed]

Don't buy any Adobe Photoshop Elements app from Adobe.  You'll be sorry when you get a new computer later and try to transfer it over.   Adobe won't let you.  Adobe will instead try to force you to buy another over priced, and not needed, app for your new computer.  Buy from another vendor.  Adobe could not care less about customer satisfaction.

As I said, you may have received bad information from an Adobe support person.  You need to contact support again and tell them that all you need is for them to reset your license activations.  It can even be done using the Chat support.  If you run into the same problem, ask to speak with a supervisor.

My comment regarding the OS was to take into account the possibility that you are on a Mac, since Apple fails to support legacy programs when they bring out a new operating system.

@Jeff29532143jiii, this is a user to user forum. You can apparently post whatever misinformation you want here. However, based on my experience, you are just plain wrong.  I currently have version 4 of Elements working on my  current Windows 11 computer.  That version of Elements has probably been installed on 4 or 5 different computers and through several different OS upgrades.  The same is true for the 11 other versions of Elements that are currently installed on my machine. I have never had a problem transferring the Elements software from one device to another.

If you want to tell us exactly what your issue is, perhaps we can help you.  And I am not discounting the possibility that you have received bad information from Adobe Support. But without more information, we can't offer you any advice.

I have had PS Elements 13 and have used it for years. I bought a new
computer and can't use it there since it had been on my old, now
non-working computer. Adobe won't help me transfer it over unless I first
deactivate it from my old PC (which is impossible since it's not working.)
Even Microsoft works with its customers to help transfer its apps under
such circumstances to a new PC.. Adobe won't.. I am not and cannot use it
on two or more PCs. Thanks to Adobe, I can't even use the app on one PC.
Is that clear enough for you? It's not an operating system issue.as you
apparently believe, It's an issue with Adobe and its policies to force
customers to now buy one year limited licenses for its apps.

@Jeff29532143jiii

Since you don't understand anything of what Greg told you, here what you should know in your situation, which is a very common one.Several posts every month on the same topic with correct and useful answers.

- 1- You are in a user to user forum. You are not speaking to Adobe.

- 2 - Rants without any description of your problem will only discourage participants to offer help. The help often being linking to already solved exact similar topics you have probably not even tried to search.

- 3 - Your answer to Greg was nearly all anyone needed to understand your problem. The solution answered hundreds of time in this forum is for you to join Adobe Customer Care which can deactivate the unavalaible computer for you.

- 4 - However, there is no information on your part of how you contacted Adobe. In all the answers in this forum, fellow users do warn you about the fact that there are unfortunately a few Staff helpers who do miskake your request for software use and explanation support. You have to be firm and say you don't want support for old versions, you only want the license to be deactivated. Those fellow users also give advice about how to talk to  a human and not a robot.
