Reset activation count?

So I need to add Photoshop Elements to my other laptop but it only allows you to have it 2 different places. It is on my Computer and my Laptop that is currently not accessible and won't turn on. Is there a way I can reset the activation count or what should I do if I can't uninstall it on my other laptop?

    Contact Customer Care  They can reset activation for you. It helps to register your copy of Elements with them.
