Restore Catalog PSE 9

Windows 10 did a major update and removed some programs , specifically PSE 9.  MY CLOUD was set up for pictures but I didn't know I should have backed up the catalog. I thought once I reinstalled it and signed in that my catalog and tags would be there. They are not. Is there anyway to recover my years of photos/tags? I'm sure it's a no but I need to hear it from those who know for sure. Please help me if you can. Thanks.
