restore photos with tags from backup

I had backed up my elements 14 picture and catalog to ext. disk.

Took it to a new computer. Loaded elements 14 then did the restore. I have my pictures and even imported some tags but they are not usable because the are not in the tree format. It is like starting over. Which. If I have to do I will do with someone elses software. ANd for get getting to talk to anyone.
