Restoring catalog with files in the cloud

I'm having to move to a new computer. I've got my catalogs from the old computer fully backed up, and have my PSE15 set up on the new computer. All my photos and files are on the cloud, and that's where I want to leave them, so I just want to 'restore' the catalog part. The Restore Catalog option seems to want to restore everything from the backup (catalog and photos) onto a new location on the new computer.

It's not clear to me in looking through the documentation - can I just restore the catalog without having it restore all the files? The catalog can live on the new hard drive, but the photos are all safe and sound on the cloud. If I choose the restore to original location, I don't want it to create duplicates of the files, I just want the catalog that organizes them restored.

I know I could just import them into a new catalog on the new computer, but I've spent a lot of time tagging, and organizing them within the catalogs, so I'd like to be able to replicate that on my new computer.

I assume that your cloud files are stored in the same relative location on the new computer as on the old.  If so, you can simply copy the catalog folder to the new computer using Windows File Explorer (or the equivalent on a MAC).

I did not know that this kind of setup could work with EO, so I assume you must have a very fast internet connection.

How are they "stored on the cloud"?
