retreiving missing photos

I am a number of photos in elements 13 that have a question mark above. it says to connect these photos to files which it cant find. these photos with thr ? I cannot done anything with them, talked to windows they said to take to you. when I loaded elements 13 I was running windows 8 and since got a free upgrade to windows 10, are they compatable
