Returning to Digital Scrapbooking After a Break—Need Help Relearning Photoshop Elements Basics

I have, in the past, had photoshop elements to create pages.  I do a lot of digital scrapbooking and have used this for years.  But it's been a year since I have done pages and I forgot how to use this photoshop elements.  I have papers that I use when I go in to create a page, but I forgot how to make it an 8.5x11 size page.  Then I forgot how to make a layer for the photos to add to the page.  Can anyone help me get started?  This is frustrating when you forget how to do it.

I made this using a  couple of earlier versions, but I think it's on the best things to start off with.
