Rotate function is not working properly in Photoshop Elements Organizer.

I can't get some of my photos to rate properly in Photoshop Elements Organizer 2024. This is the first time I am experiencing this and the photos that I can't rotate share one thing in common.  They were all taken by using the camera button on the side of my iPhone 16 Pro rather than the "button" on the screen. The images are jpg's (not Live, HEIC, or PNG) same as the other photos that will rotate.  I tried resetting my PC and also deleting and reloading the images.

 

The images were taken what would be considered upside down. PS will rotate the images sideways, but will not allow full rotation so that the images display right side up. Other images seem to rotate normally.

 

My PC  has Windows 11 Home, Version 25H2,  OS Build 26200.7462, 13th Gen Intel(R) Core(TM) i9-13900HX (2.20 GHz)

I faced the same issue with Elements 2024 and 2025, I believe.  This bug seems to have been fixed in Elements 2026.  The only solution I found was to send the file to the Editor and rotate it there.

I faced the same issue with Elements 2024 and 2025, I believe.  This bug seems to have been fixed in Elements 2026.  The only solution I found was to send the file to the Editor and rotate it there.

Thanks, I was able to rotate the files in Editor. 

 

Wanted to mention one other thing I noticed. All the images that were taken with the button and at 0.5 were flipped, or reversed. I checked the images on my iPhone and they were also flipped. This seems to mean that part of the weirdness was Apple was saving those image file differently than how images are saved when I normally take images using the on screen button. Not sure why it would do that as most people prefer images to appear as they take them. I was able to flip the photos in Instant Fix.

Does it work if you select a thumbnail, then hold down the Ctrl key and use the right or left arrow keys?

Tried it and it does the same thing. It will not rotate to the right side up position. The photo taker said she not only used the button on the side but that the photos were taken at 0.5 rather than 1.0. No idea if that is part of the problem but thought I would mention it.
