Save As

When I am working on a photo in a folder and I want to save the photo with changes, I was always able to "Save As" and add a new name and save in that folder.  Now, all of a sudden, when I go to a folder, chose a photo, make changes, then "Save As", it goes back to the folder I was in previously and saves there.  I now have to always remember to "Save As" and look for the folder that I am in and choose it.  What happened?
