Hello -

Can PS Elements save files in PDF/X-1a:2001 standard format?

@Test Screen Name is absolutely right.  Elements cannot handle CMYK. This is one of the major differences between Elements and Photoshop CC.

What OS and version of Elements do you have?

In Elements 2023 for Windows, I was only able to save a file in the  PDF format Version 1.3 (Acrobat 4.x).

I assume that the purpose of your question deals with printing the file.

Thanks Greg. Yes, I need to save to that standard for commercial printing.
I had Elements for years and it met my needs, but when I went from Windows
7 to Windows 10, my Elements didn't work so I've been on Photoshop CC
subscription and was thinking of returning to Elements, but I need to save
and print as PDF/X-1a:2001.

PDF/X-1a is a standard which requires CMYK. The advice I read (which may be out of date) is that Photoshop Elements does not convert to CMYK. So (if so) this cannot be the right tool for this task.
