Saving swatches

How do you save colour swatch panel so that you don't have to reload it every time you open Elements 2026?  Every time I try to save a swatch it fails. The old Elements 2013 never had this problem. This is ridiculous. and why isn't there a decent manual for elements 2026? Never heard of books?
