Scanning homework on for college and it is say that the file already exists, but I have tried scanning a page from a book and it still states that it exists. Can anyone help me please?

Not sure what your goal is for scanning homework. If it were me, I would consider software intended for scanning. A favorite seems to be VueScan. It is claimed to work with all scanners.

I am using a HP envy scanner and I am using Photoshop elements, used it before with no problems. It does not give me chance to save under a different name. It comes up file not imported becase it already exists.
