Scrolling in my catalog of 40,000 photos causes duplication of a row of photos

Windows, latest update to OS 11, updated all h/w including the Nvidia T1000 video card, drivers, AEO is fully updated.

I'm working with Adobe Elements Organizer as shown in the attached file, which demonstrates the issue I'm having.
