Search - Places not working

I added a Place to a picture.  When I go to the Places menu I see a map and the picture is pinned where I want it.  When I click on the picture, under Image Tags it has the Country and City of the picture.  When I click on the Search bar, I can search for the Country or the City.  All seems to work well.

Then, still under Search, down the left side there is Tags, People, Places, Calendar, etc.  I click on Places and it says, "There are no Places tags assigned to your media.

How can it be that when I select a picture, I see places in the Image tags but then Adobe Elements Organizer says there are no Places tags.  It makes no sense to me.

What am I missing???
