Sorry we were talking at cross purposes. That video relates to the Full Photoshop. Some actions can be downloaded and installed in Elements but any steps relating to tools not available in Elements will not work when the action is played.

In Organizer you can use the Events tab. Switch from named to suggested. You can then use the slider to control the number of segments.

Or in Medial view Press Ctrl+L to bring up the timeline at the top of the thumbnails.
