Short Cuts | Photoshop CC 2018

I have figured out all the short cuts I need except 2. They are

1. I want a keyboard short cut to open a specific named folder. Is there a way of doing this ?

anD

2. I want a key board short cut to alter any image I have in the work area to a size to 300 pixels per inch
