It's necessary to have a serious look at the new features, as explained by hatstead.

But there are other important considerations to take into account, especially when coming from a five years old version.

- Bugs and interface problems may have been solved

- New hardware requirements (64-bits computers needed which in turn bring better performance)

- Compatibility with OS changes (both Mac and Windows)

- Compatibility with external add-ons or actions

- support for new cameras and their raw files.

- support for high resolution displays (4k...)

- learning curve to master new features or changes in the interface.

PSE 11 was a major change in the interface, both for the organizer and the editor, so less a problem that older versions. As a major change, it had it's own shortcomings. It's less critical to support new OS updates, but if you wait too much you may be in a situation to have to upgrade anyway for the above reasons.
