. . .  or are you talking about creating a DVD that loops in a set top box.  (Not sure if that is what Hatstead meant.  Yes, most modern DVD players can loop a DVD.)  I doubt whether Premiere Elements can create a looping DVD, but if that is what you are interested in, I suggest you post in the Premiere Elements forum.

Looping is generally done in the player.

You can create a continuous loop gif file which can be uploaded to websites and social media. But generally they can only comprise a few frames over a short duration.
