slow to start app or open files since last Windows update

Photoshop Elements 2020 now takes several minutes to load and to open jpg etc files. On startup keeps loading elements photoshop workspace Once App is open takes 3 minutes to open a 55kB jpg file yes kilobytes

Only recently started doing this. Maybe since Windows update to Windows 10 20H2 ??
