Small Photos Stuck in the Middle of the photo page for printing

I use a Canon printer, and can not get small photos to move to the edges of the photo paper to conserve paper. Please advise how to do so. I've tried deselecting the Centre button and reducing the parameters to 0, but the photo does not move from centre alignment. So much wasted paper!

 

Additionally, I am having difficulty resizing pictures and having them print to the specifications entered.

 

I am operating on Windows 11, if that has any relevance.

I've never been able to do that printing from any version of Photoshop Elements on many different printers.

I too use a Canon printer, a PRO-100S.  I'm using PSE24 and Windows 11.  I've downloaded a plug-in from Canon called Print Studio Pro.  Once installed, it appears in the PSE Editor under File/Automation Tools/Canon Print Studio Pro.  It enables the adjustment of many printing parameters, including printing bordered or borderless and allows the adjustment of margins.  I think that the plug-in only applies to the PRO series of printers.  If you use a PRO series printer then I'd download this plug-in, otherwise I'd have a look at Canon's website to see if there are any other plug-ins suitable for your printer.
