So far, no good with Elements 2021

I just upgraded to Elements 2021 from 11.  My Topaz plugins, Simplify and Impression, will not load to 2021.  I downloaded the legacy versions of these and tried to load but I get a message that one or more of my plugins will not load.  I had no problem with these in Elements 11.  Any ideas?
