Some colors dominate

I'm using Photoshop Elements for Mac, version 2021.19.  It's running on an Intel MacBook Pro on OS-X Monterray 12.4.  I'm doing some line drawings and am coloring in some sections.  But sometimes a color somehow becomes "dominant," and I can't brush over it with another color.

 

I'm using TIF files at 600dpi.  I've tried saving the graphic under another name, but the problem persists.

 

Any ideas?

Im just responding becaouse you have a really awesome first name.....


Without a screenshot, like what you see below (showing the entire program) it's difficult to guess what the issue is.

However, I'm guessing it's due to your layer style.

This is a photo of Norma Jeane Mortenson from 1944.   Most know her as Marilyn Monroe.

I found that when I saved the file under a different name & then restarted
Elements, everything worked fine.

I’ve been told that I really should upgrade to the latest Elements
version. Should I?
