Spinning loading cursor when using brush tool

Hi!

When using the brush tool, the spinning loading wheel shows up. Anyone have any idea why?

I've just installed PSE 2019 on my MacBook Pro with macOS Mojave.

Memory: 16 GB 1600 MHz DDR3 (under the Performance setting I have let PSE use 75% of available RAM = 11000 MB).

Processor: 2,2 GHz Intel Core i7.

Good afternoon!

I was just wondering if you ever fixed this issue you had with the spinning wheel?  I had it years ago and someone online knew what it was right away.  I did the fix and it worked.  Fast forward years later, I got a new computer and had to reinstall PS Elements and it is doing the same thing with the spinning wheel.  I just can't remember what I did to fix it.  Any help is much appreciated!!
