stampede pad [PSE14: How to eliminate red flares from image of sunset?]

​I just got Adobe Elements 14 and I have a sunset picture that is perfect except the red flares in it.  I was going to try the stamp but when I click on it, it does nothing.  I tried dragging it over and didn't work.  I have a laptop.  Do I use certain keystrokes to make it work?  Thank you I appreciate it.

    Please post the picture so that we may see it and provide a possible solution for your purpose.

    You can post here on the forum the via the "insert image" icon at the top of the reply box. However, you can not do it in an e-mail reply.
