Stylus will not work on Photoshop Elements 11

No matter what I do, the pen doesn't work on the canvas. Im using Photoshop Elements 11 and my computer is a HP Pavillion x360

I can press anything in the program but instead of drawing lines on the canvas, it just moves it around.
