sunlit & shadowed striping removal

Is there a technique to make the bright sunlit striped portions of the photo blend in with the parts in shadow?  (see a.jpg)   I've tried dodge/burn, color replacement, etc., and they don't seem to apply to the white areas. Thanks much.
