Switched computers and now can't access Photoshop Elements

I recently got a new computer and although everything was transferred over from the old computer, I was not able to get into Photoshop Elements 8 (I know it's old, but it works perfectly for my needs and it's not in my budget to spend money on a new program). 

The following error message came up:

"Licensing for this product has stopped working.

This Product has has encountered a problem which requires that you restart your computer before it can be launched.

If you continue to see this message after restarting your computer, please contact either your IT administraitor or Adobe technical support for help, and mention the error code shown at the bottom of this screen.

Error: 150:30

I called customer service and they had me uninstall Elements from this computer.  Then had me download the Adobe Photoshop Elements 8 from an Adobe page.  After it finished downloading, I clicked on the setup folder as instructed.  

Now this message comes up:

This software cannot be installed because the file system of the Setup volume is not supported.

The customer service rep had no idea what that meant and basically told me that he couldn't help me and that I needed to come here.

I was on the phone waiting or talking with customer service for over 1.5 hours and got absolutely nowhere.

If you read through my entire post you will see I already addressed the first error with the instructions listed in the link you shared.  Now I'm dealing with the second error.
