Tag information missing

Copying just the files from C:>This PC> Windows(C:)> Program Files> Adobe isn't going to work.  First, you need to install the program from scratch on the new computer.  If the program is actually working, you should delete it, remove all preferences if prompted, and do a clean install.

Next, you need to copy the catalog folder to the new computer.  If the current backups are not working, you can simply copy the catalog folder from its default location on the old computer to the same location on the new computer.  The default path is C:\ProgramData\Adobe\Elements Organizer\Catalogs.  You can actually copy it anywhere on the new computer, but to avoid performing some other settings, I recommend the default location.

I don't know why the .tly file is not showing up in your backup.  It is possible that you are not waiting long enough to perform the backup.  The .tly file may be the last file to be written to the backup and I have seen users close the backup too soon, causing the backup to fail.  Have you received any message that the backup has been completed?  If you want to try another backup, make sure that all missing files (Find>All Missing Files) have been reconnected or deleted on the old computer and start again.  You should also perform a repair and optimization of the catalog.  Go to File>Manage Catalogs for these options.

What folder hiearchy did you copy to on the new computer?

Have you copied your photo files from one computer to the other?  How did you do that?

Can you make a new backup on the old computer?  If so, hopefully, it will contain the necessary .tly file and you can restore that backup to the new computer.

It's not clear to me what you have done.   The different names of the catalog folder may only make sense if you either duplicate-copied the catalog folder from one computer to the other into the same folder OR if you upgraded the program from an older version and restored a catalog backup from the old computer to the new, in which case the numeric suffix would be normal.

So did you upgrade Elements versions and/or did you upgrade the OS from Windows 10 to 11?

And did you simply copy the files or clone the drive from one computer to the other?

Or did you just import the photo files on your external drive into a new catalog named My Catalog 1?  If the latter, then the Keyword Tags hiearchy may probably be found under the Imported Keywords category.
