"Tag New Place" no longer works in PSE-21.0 on windows 11

This started within the past couple of weeks (happy new year)

Tags > Places > Tag New Place
This brings up the "Add New Place" global map with the search bar:
"Search the map to assign a location to the current tag."

No matter what I enter here nothing is found, search is not searching
Photoshop Elements 2023 Ver 21.0 - This version is stable on windows 11  with no recent changes

Workarounds Proposed:
• Manual location tags: Instead of using the map, manually enter place names in the tag field. It won’t geotag, but it helps with organization.

I have two hundred thousand photos already tagged via the mapping Structure since 2005, now I'm supposed to start over by manually creating a hierarchy of location tags, rather than Adobe fixing the problem, that is far from acceptable.

Microsoft CoPilot is telling me many others are experiencing this but I'm not seeing it posted in this community.

Elements Organizer’s “Tag New Place” tool relies on an embedded online map service. Adobe quietly changed or deprecated that service, and now the UI that lets you add new places is failing

Is that true?
Has a bug report been filed for this?
