technology previews not showing

my version of photoshop elements 2021 does not have technology previews as an option under preferences. How do I find it and make it available?

The Technology Preview preferences are not in photoshop elements, only in photoshop creative cloud subscription version.

One possibility is the Photoshop Elements does not have Technology Previews as Photoshop does.
