text engine not working ?

I have Photoshop Elements 14, Windows 10.  When I try to insert text on picture is get a message "cold not complete your request because something prevented the text engine from being initialized.  Do I have incorrect setting?  Has a recent update caused this problem?  I have seen info renaming a folder but it does not make sense to me.  Can you pls be more clear.  Thank you

Try looking at the location:

C:\Users\[user_name]\AppData\Local\Adobe\TypeSupport\PSE<version no>

and rename the files present there. You can rename the files to:

AdobeFnt_CMaps_old.lst

AdobeFnt_CommonFonts_old.lst

AdobeFnt_OSFonts_old.lst

I do not have this path:

C:\Users\[user_name]\AppData\Local\Adobe\TypeSupport\PSE<version no>

didn't work for me.
