The black and white conversion option is grayed out on my 2026 version of Photoshop Elements. Why?

I want to convert a color photo to black and white but the option is grayed out under the Enhanced options. Why and how can I convert them.

I just used monochrome option and converted it that way but I will miss the newspaper edit and the others.
