The code execution cannot proceed because the msvcp110.dll file was not found

Functional version of Photoshop Elements 14 up until November 12, 2021
I got this error:
The code execution cannot proceed because the msvcp110.dll file was not found

when opening the program. 
I've uninstalled/restarted/reinstalled the program several times over the last 3 hours.
Another fix I've tried. I have gone to the windows page:

Downloaded the file. Deleted the file in elements and pasted the file in the folder.

This does not work. 

What am I doing wrong? Phone support will not assist here because they say my 6 year old functional product is not supported anymore.
