"The file is damaged or is in a format that cannot be included in Elements Organizer"

While I had been able to add jpgs from my Nikon D7000, iPhone and from computer files to Elements Organizer 15, when I try to add jpgs and video files using a micro SD card from my Yuneec Typhoon H drone in a card reader, I can download the video files fine, but the jpg still images always give me the error message above.  The file can be downloaded with Windows Photo app and edited that way or with Picasa, but Elements refuses to recognize it.  I sent the file to a friend and he could open and edit in Photoshop, then return to me.  At that point, Elements is happy with it and I can open it.

I've seen this issue reported before, what is the solution?  I'm using Windows 10.  Thinking that perhaps my installation of Photoshop Elements was bad, I upgraded to 2018 today and have the same problem with it.
