The Importer Reported a Generic Error

I am trying to import MP4's recorded on my Android Phone. Windows media player, TV and Media, and Google can play them OK, but I get the "generic error" when importing into Premier Elements.  I've read the answers about Premier Pro, but many of them don't apply in elements.  Anyone able to help with more things I can try?

Here is what I've tried: 

• Renaming the files
• Moving their location from Dropbox to my local PC
• Trying different formats in "project settings"

When I open the Properties in MP it says: 

Resolution: 1920x1080

Frame Rate: 29.852

Audio Channels: 2 (stereo) 

Item Type: .mp4
