when i open elements 10 the first display is about 1.5 by 3.0 inches then when i choose edit it opens full screen but the words and symbols along the sides  are almost too small to see maybe 3/32 " tall . I'm using windows 10 on a new $1500 laptop

    The new laptop most probably has a high resolution display which did not exist by the time Elements 10 was issued. Those HiDpi display are only supported from Elements 13.1 on.

    What is the size of your display in pixels? and what size in inches?

    - It's always possible to use the Windows options to set your display to a lower resolution (1920 x 1080 or less), but that will also apply to other softwares.

    Also look at that other post from today:
