Too little RAM

At photo import Photoshop insist too little RAM, but that is not true. There is 4Gb frie

Your screenshot shows that you are in 'Quick' mode, not the expert one.

The menu File > Import of the editor is normally only used to access a scanner.

It's different to uploading photo files in the organizer via File > Import as new file.

 

Just open the Help menu > System info.

and copy and paste here the first 15 lines showing the available RAM and your main hardware specification plus the PSE version.

My photo-PC has no mail and normally no internet connection not to disturb the editing. The Premiere Elements on the same PC has no problem loading much longer video files.

4GB of ram is going to result in things like this.  Most recent versions of PSE recommend 8GB ram minimum. 

If you only have 4 gb of ram:  make sure nothing else is running when you use PSE--- having a browser open with 10 tabs open can be a big membery hog.

Where do you see there are 4 GB free? Maybe you mean your storage (disk)?  If so you have a big problem, allow at least ten times that.

Free SSD is 38Gb. There is 4 Gb RAM and no other Apps running when starting Photoshop. Dont tell me that is not suficient to load a foto of 3Mb. Something must be wrong in the program or set-up. It is a problem which has come up, dont know when
