Tools and menus visibility

I have just installed Elements 2018 onto my new laptop but find that the tool icons on the left hand side and also the menu at the top of the screen are a little too small for my ageing eyesight.

I cannot find any way to increase them slightly for easier visibility. Any help please for this novice?
