tools not working

I am working on a five layer composite. I know I am on the correct layer (layer two). I want to use the clone tool or the spot healing tool, neighter will work. Again, I know I am on the correct layer, the tools should work but they don't. What is the problem??? Please do not ask me to send a screen shot of the problem because I can not send anything that does not exist and when the tools do not work---nothing exists to see.

Try this:

Restore default preferences
Preference settings control how Photoshop Elements Editor displays images, cursors, and transparencies, saves files, uses plug‑ins and scratch disks, and so on. If the application exhibits unexpected behavior, the preferences file could be damaged. You can restore all preferences to their defaults.

Note: Deleting the preferences file is an action that cannot be undone.

Do one of the following:

Press and hold Alt+Control+Shift (Mac: Option+Command+Shift) immediately after Photoshop Elements begins launching. Click Yes to delete the Adobe Photoshop Elements settings file.
Go to Edit > Preferences (Mac: Photoshop Elements > Preferences > General), click the Reset Preferences on next launch button, and then click OK. When you restart Adobe Photoshop Elements, all preferences are reset to default settings.
A new preferences file is created the next time you start Photoshop Elements Editor. For information on a specific preference option, search for the preference name in Help.

If your question is about file names showing in the Organizer, the toggle is found under the View menu.

If @Peru Bob's suggestion does not work, the reason I would want to see a screenshot of your entire workspace area is because of your tool settings.  Rather than guess at what the problem may be, I might see right away that you don't have the Sample All Layers box checked when you need it checked or vice versa.  Or I might understand that despite you saying that you are on the correct layer (whatever that ambiguous term means), you may be trying to do something that can't be done, using your methodology. 

You presumably come here because you think somebody on the forum has more expertise than you do for solving the problem.  Not wanting to help us help you with a screenshot is indeed irrational.

thank you, I believe it is working now but there is another problem. Now, since the reset, the names of the images that had been showing under the images is not showing anymore. I went back to Preferences and saw no option for getting the names, titles, back under the images - now what?
