Topaz cannot be opened in Elements 15

Hello, first - my English is not good.
I bought the Softwre Topaz B&W 2 a long time ago.
It worked as an add-on in my Elements 15.
Now I had a computer crash.
I can install topaz on my new computer, but it won't open and activate it.
Topaz appears in the editor as an add-on module.
When I click it, I'll be directed to to the Topaz web page.
Where is the error?

Check your PSE Editor pref settings:

Edit >> Preferences >> Plugins

You may need to enable the folder and then click choose. Navigate to Program Files or Applications/Support Files to find the Topaz folder and select/save.

Restart Photoshop Elements and you should be able to access the features from the Filter menu.
