Topaz plug in will not add to my PS 2020?

My Topaz plugin will not add to my PS Element2020. I think there is a plugin file missing from my computer. I have looked on the internet and they say to look for this file but I can not find it in my system. Has anyone had this issue as I don't seem to be able to find it on the internet as well?
