Topaz plug-ins did not transfer from PSE 2018 to new PSE 2021

A week ago I bought PSE 2021. It is installed and working. I had 4 Topaz Labs programs installed and working in PSE 2018 but they have not transferred to PSE 2021. The plug-ins are still in my PC and function as stand-alones but do not show up on the Filters drop-down menu as they did when installed in PSE 2018.

How do I add plug-ins to PSE 2021?

Run the Topaz installer again.

Re-run installer did not work.

This did not work, again:

Windows

Open the 'Edit' menu and select 'Preferences>Plug-ins'

Check the 'Additional Plug-ins Folder' box, then click 'Choose.'

In the "Browse for Folder" menu, navigate to OS (C:)>Program Files>Topaz Labs> then select the folder of the application you would like to use in Elements. Press OK.

You will need to close and re-open Elements for your application to show up in the 'Filter' menu.
