Transfer Elements 13 licence - Contact?

Question

Hello, I would like to transfer a licence for Adobe Elements 13. The link http://adobe.com/go/support/contact does not work (404) for me, I would like to create a ticket number. Where can I do this in my account?

1. Fill in the form.
2. Scan the completed form.
3. Go to www.adobe.com/go/support/contact
4. Click Customer Support portal
5. Log in with your Adobe ID and password and then click Sign in
6. Click on your case number, and upload the form to your case

Please go to Adobe Customer Service (Make sure to sign in to your Adobe account first and allow popups and cookies on your browser. You may not be able to see the chat window if using a VPN.):
