Transfer Photoshop Elements 9 to new Windows 10 Laptop

I recently bought a new Windows 10 Laptop - and I would like to use my Photoshop Elements 9 on it. Installation from the original Adobe DVDs didn't work; and on the Adobe Website I couldn't find a download link neither which to activate with my serial number. Do I really have to buy a new product?
